Steven Hughes calculated the requirement for intravenous fluids for various casualty rates. Given the number of medics, even the most optimistic predictions confirmed that the medics lone would not be able to carry enough fluid.
This led to the recommendation to Lt. Col. Jones VC that each man was issued with a 500ml bag of intravenous fluid. Thus there was an abundant supply.
